While commending the Sri Lankan Government for the ‘physical’reconciliation work in the North and resettlement of IDPs, UN High Commissioner for Human Rights Navi Pillai said today that she remained concerned about the lack of ‘meaningful progress on accountability and reconciliation.’ |
Pillai added that, ‘although I support the National Plan of Action for the implementation of the LLRC recommendations I do this that this is being done selectively.’ She welcomed the engagement by the Human Rights Council to monitor domestic processes especially regarding accountability.
Excerpt of statement by Navi Pillai;
While clearly the Sri Lankan Government has invested in the physical aspects of reconciliation and development in the North of the Island including the resettlement of IDPs, all of which I welcome.
I remain concerned about the lack of meaningful progress on accountability and reconciliation. Although I support the National Plan of Action for the implementation of the LLRC recommendations I do this that this is being done selectively. So I welcome the engagement by the Human Rights Council to monitor domestic processes expecially regarding accountability. For some time the Sri Lankan Government has been engaging with me and it is true that I have an invitation from them extending for two years now. By mutual agreement we stayed the visit pending the release of the LLRC report and pending the report from my technical mission and I look forward to discussions with the Permanent (Sri Lankan) Mission here for my further visit and hopefully also the visits of eight special rapporteurs who have requested visits.

அரசாங்கம் வடக்கில் மேற்கொண்டுள்ள உட்கட்டுமான மீளமைப்புகளை வரவேற்றுள்ள ஐக்கிய நாடுகளின் மனித உரிமைகள் ஆணையாளர் நவநீதம்பிள்ளை, எனினும் அரசாங்கம் பொறுப்புக் கூறும் தன்மை மற்றும் மறுசீரமைப்பு விடயங்களில் தாமதத்தை வெளிப்படுத்துகின்றமை தொடபில் கண்டனம் வெளியிட்டுள்ளார்.
இன்று மனித உரிமைகள் பேரவையில் வைத்து உரையாற்றும் போது அவர் இதனைத் தெரிவித்துள்ளார்.
அத்துடன் அரசாங்கம் கற்றுக்கொண்ட பாடங்கள் மற்றும் நல்லிணக்க ஆணைக்குழுவின் பரிந்துரைகளை நிறைவேற்றுவதற்காக, தேசிய செயற்பாட்டு குழு ஒன்றை நியமித்துள்ளமை தொடர்பிலும் அவர் வரவேற்பை தெரிவித்துள்ளார்.
இதற்கிடையில் தாம் அரசாங்கத்துடன் தொடர்ந்தும் தொடர்பில் இருப்பதாகவும், கடந்த இரண்டு வருடங்களுக்கு முன்னர் அரசாங்கம் தம்மை இலங்கைக்கு விஜயம் செய்யுமாறு அழைப்பு விடுத்திருந்தமை நீடிக்கப்பட்டுள்ளதாகவும் தெரிவித்தார்.
எனினும் கற்றுக்கொண்ட பாடங்கள் மற்றும் நல்லிணக்க ஆணைக்குழுவின் பரிந்துரைகளின் அமுலாக்கம், மற்றும் ஐக்கிய நாடுகளின் தொழில்நுட்ப குழுவினது அறிக்கை என்பன இன்னும் கிடைக்காத நிலையில் தமது விஜயத்தை பிற்போட்டுள்ளதாக அவர் குறிப்பிட்டுள்ளார்.
இந்தநிலையில் எதிர்வரும் மாதங்களில் ஜெனீவாவில் உள்ள இலங்கையின் நிரந்தர பிரதிநிதிகளை சந்தித்து தமது இலங்கை விஜயம் தொடர்பில் தீர்மானிக்கவிருப்பதாகவும் அவர் தெரிவித்துள்ளார்.
