இலங்கை கடற்படையின் தாக்குதலை நிறுத்த ஹெலிகாப்டரில் கடல் ரோந்து நடவடிக்கை! அமைச்சர் நாராயணசாமி தமிழக மீனவர்களுக்கு பாதுகாப்பு அளிக்கும் வகையில் இந்திய, இலங்கை கடல் எல்லைப் பகுதியில் கடற்படையினரின் ரோந்து நடமாட்டத்தை அதிகரிப்பதுடன், ஹெலிகாப்டர் மூலமும் நமது கடற்பகுதியில் ரோந்து பணியை மேற்கொள்ளவும் நடவடிக்கை எடுக்கப்படும் என மத்திய அமைச்சர் நாராயணசாமி தெரிவித்தார். மத்திய அமைச்சர் நாராயணசாமி காரைக்காலில் நிருபர்களுக்கு பேட்டியளிக்கையிலேயே அவர் மேற்கண்டவாறு தெரிவித்தார். தொடர்ந்து அவர் கூறியதாவது:- கடந்த சில தினங்களாக காரைக்கால் மீனவர்கள் இலங்கை கடற்படையினரால் தாக்கப்படும் சம்பவங்கள் நடைபெற்று வருகிறது. தமிழக மற்றும் காரைக்கால் மீனவர்களை பாதுகாக்க இந்திய அரசு பலமுறை இலங்கை அரசுடன் பேசியுள்ளது. ஆனாலும் இலங்கை அரசு அதற்கு செவி சாய்க்காமல், அராஜக போக்குடன் நடந்து வருவது கண்டனத்திற்குரியது. தமிழக, காரைக்கால் மீனவர்களை பாதுகாக்க நமது கடற்பகுதியில் ரோந்து பணியை அதிகப்படுத்த வேண்டும். நமது மீனவர்களுக்கு பாதுகாப்பு அளிக்கும் வகையில் இந்திய, இலங்கை கடல் எல்லைப் பகுதியில் நமது கடற்படையினரின் ரோந்து நடமாட்டத்தை அதிகரிக்க வேண்டும். இது தொடர்பாக இந்திய பாதுகாப்புத்துறை அமைச்சரை நாளை சந்தித்து பேசவுள்ளேன். மேலும், இந்திய கடலோரக் காவல்படை தலைவர் சர்மாவையும் தொலைபேசி மூலம் தொடர்பு கொண்டு பேசி இதுபோன்ற நிகழ்வுகள் இனிமேல் நடைபெறாமல் இருக்க துரித நடவடிக்கை எடுக்க வேண்டும் என்று வலியுறுத்தி உள்ளேன். ஹெலிகாப்டர் மூலமும் நமது கடற்பகுதியில் ரோந்து பணியை மேற்கொள்ளவும் நடவடிக்கை எடுக்கப்படும். தமிழகம் மற்றும் காரைக்கால் மீனவர்கள் தாக்கப்படுவதை தடுத்து நிறுத்தும் வகையில் இந்திய மீனவ சமுதாய தலைவர்கள் மற்றும் இலங்கை மீனவ சமுதாயத் தலைவர்களும் சந்தித்து பேசி ஒரு ஒப்பந்த அடிப்படையில் வழி காண இலங்கை அரசை இந்திய அரசு கேட்டுக் கொண்டது. ஆனால் அதற்கு இலங்கை அரசு செவி சாய்க்காமல் இருந்து வந்தது. இந்நிலையில் மத்திய அரசிடமிருந்து தமிழக தலைமைச் செயலருக்கு ஒரு கடிதம் அனுப்பப்பட்டது. அதில், இலங்கை மீனவர்கள், தமிழக மீனவ சமுதாயத்தினரை சந்தித்து பேச தயாராக உள்ளனர். எனவே அதற்கு தமிழக அரசு பூரண ஒத்துழைப்பு தரவேண்டும். சுமூகமான சூழ்நிலையை உருவாக்க வேண்டும் என்று கேட்டுக் கொள்ளப்பட்டிருந்தது. ஆனால் தமிழக அரசு பதிலளிக்கவில்லை. கடந்த ஒரு மாதத்திற்கு முன்பு மீண்டும் ஒரு கடிதம் எழுதப்பட்டது. அதற்கும் தமிழக அரசிடமிருந்து பதில் கடிதம் இல்லை. தமிழகம் மற்றும் காரைக்கால் மீனவர்கள் தாக்கப்படாமல் இருக்க வேண்டும் என்றால், இந்திய இலங்கை மீனவ தலைவர்கள் அமர்ந்து பேசி சுமூகமான தீர்வு காணப்பட வேண்டியது அவசியமாகும். இலங்கை கடற்படையினரின் தாக்குதலில் துப்பாக்கிக்குண்டு பட்டு காயமடைந்து சிகிச்சை பெற்று வரும் கிளிஞ்சல்மேட்டை சேர்ந்த மீனவர் செண்பகத்திற்கு உதவி செய்ய வேண்டும் என்று பிரதமரை கேட்டுக் கொள்கிறேன். கடந்த 2009ம் ஆண்டு இலங்கையில் விடுதலைப்புலிகளுக்கும், இலங்கை இராணுவத்தினருக்கும் இடையே நடைபெற்ற இறுதிக்கட்ட போரில் ஏராளமான அப்பாவி மக்கள் கொல்லப்பட்டனர். இதற்காக இலங்கை அரசு மீது நடவடிக்கை எடுக்க வேண்டும் என்று ஐ.நா சபையில் கடந்த நான்கு மாதங்களுக்கு முன்பு அமெரிக்காவால் தீர்மானம் கொண்டு வரப்பட்டது. அப்பொழுது இலங்கை அரசை கண்டித்து இந்தியா வாக்களித்தது. தற்பொழுது அதில் மீதி உள்ள ஷரத்துகளை நிறைவேற்ற வேண்டும் என்று கோரிக்கை வைத்து மற்றொரு தீர்மானம் நேற்று முன்தினம் தாக்கல் செய்யப்பட்டுள்ளது. ஐ.நா சபையில் அதன் மீதான விவாதம் நடத்தப்படும். அந்த விவாதத்தின்போது இந்தியா தனது முடிவை எடுக்கும். இவ்வாறு அவர் கூறினார். http://news.lankasri.com/show-RUmryDSVNYiv1.html Narayanasamy promised to take steps to strengthen the coast guard

Indian Minister of State in PMO V. Narayanasamy, who visited the injured fishermen at a hospital in Chennai on Saturday, condemned the Sri Lankan Navy for allegedly attacking them in Indian waters.

"It is very unfortunate not only I condemn the incident of attack on our Indian fishermen in our own waters under the camouflage of Sri Lankan water by the Sri Lankan navy. We will ensure protection to our fishermen," he told media. Narayanasamy promised to take steps to strengthen the coast guard and increase surveillance in the sea to avert such incidents. "To strengthen our coast guard I will take it up with our defence minister for the purpose of surveillance in the Indian coastal area so that our fishermen can be protected. It is unfortunate and issue has to be resolved," he said. Narayanasamy also claimed the Sri Lankan Government had agreed to hold a joint meeting of fishermen from both the countries to amicably resolve the pestering issue. "The government of India for the last two years has been talking to the Sri Lankan government for the purpose of the meeting of the Sri Lankan fishermen leaders and also our Tamil Nadu and Karaikal fishermen leaders. Now, Sri Lanka has agreed," he added. The Sri Lankan Navy has rubbished media reports that said its personnel allegedly attacked allegedly fired at Indian fishermen off the Kodiakarai coast. "On seeing reports in the media on 7 March, 2013 on an incident of alleged firing at Indian fishermen by the Sri Lanka Navy off the Kodiakarai coast, an investigation has been carried out. It was revealed that Sri Lanka Naval vessels had not entered Indian waters at any time either on 6 or 7 March 2013, as alleged," said a press release issued by the Sri Lanka High Commission yesterday. " It was further revealed that no Sri Lankan Naval craft had opened fire at any fishing vessel or any other object on 6 or 7 March 2013 in the area," it added. The release further said ‘the Sri Lanka Navy expresses concern over the large number of fishermen from Southern India crossing the International Maritime Boundary Line (IMBL) and fishing in Sri Lankan waters on a regular basis and in this regard, the Sri Lanka Navy confirms the arrest of 16 fishermen poaching in Sri Lankan waters off the north-western coast on 3 March 2013’.
